W4P Form 2027: Draft PDF & Pension and Annuity Withholding Guide

This W4P Form 2027 guide explains the IRS Withholding Certificate for Periodic Pension or Annuity Payments. Form W-4P provides federal income tax withholding instructions for periodic pension or annuity payments covered by its rules. It should not be treated as the universal withholding form for every retirement distribution. Other income and additional withholding can affect the entries a recipient chooses.

What W4P Form 2027 does and who prepares it

A pension or annuity recipient gives the certificate to the payer of covered periodic payments.

For the connected reporting route, see Form W-4R. Keep the role of that document separate from the task explained on this page.

Which version of W4P Form 2027 should you use?

The 2027 year in this guide concerns withholding from payments during 2027. It is not the wage year shown on an employee statement delivered for an earlier year. Give a completed final withholding certificate to the payer or employer that needs it, following that payer process. The linked target PDF is a draft. It may be used to understand the proposed layout, but it is not a form to file. Amounts or instructions still subject to completion must be checked again when the final version is released.

Records to gather for W4P Form 2027

  • Periodic payment details.
  • Other pension or wage information.
  • Expected credits and deductions.
  • Current withholding records.
  • Payer submission instructions.

Keep a working reconciliation with these records. It should show the source of each reported item, any correction made before filing and the reason a different amount appears on a connected form. This is especially useful when a statement is corrected or a prior-year balance continues into the current calculation.

How to work through W4P Form 2027

  1. Choose the right certificate. Confirm that this is the certificate for the person, entity and payment type involved. Similar form numbers can have materially different purposes.
  2. Use accurate identification. Match the requested legal name, tax identification and status information with the supporting records. Do not guess a classification from an account nickname.
  3. Complete only supported elections. Read any applicable election, exemption or treaty conditions before claiming a result. A signature certifies facts; it does not create missing eligibility.
  4. Give the final form to the correct requester. Follow the payer or employer submission process. Do not treat every tax certificate as an income tax return that should be sent directly to the IRS.
  5. Keep a copy and review changes. Retain the submitted certificate and check whether a change in circumstances requires a new one. For withholding choices, compare later payment records with the requested change.

Form-specific IRS instructions and reporting details

The following points retain the operative wording of the IRS documents linked above. Read each point with its stated conditions and the applicable form version. References to another form or section describe a connected requirement; they do not mean that every reader must file every referenced document.

Single or Married filing separately Married filing jointly or Qualifying surviving spouse Head of household (Check only if you’re unmarried and pay more than half the costs of keeping up a home for yourself and a qualifying individual.)

TIP: Consider using the estimator at the IRS website to determine the most accurate withholding for the rest of the year if you: are completing this form after the beginning of the year; expect to receive your payments only part of the year; or have changes during the year in your marital status, number of pensions/jobs for you (and/or your spouse if married filing jointly), dependents, other income (not from jobs or pension/annuity payments), deductions, or credits. Have your most recent payment statements/pay stubs from this year available when using the estimator.

At the beginning of next year, use the estimator again to recheck your withholding. Complete Steps 2–4 ONLY if they apply to you; otherwise, skip to Step 5. See pages 2 and 3 for more information on each step, when to use the estimator at the IRS website and how to elect to have no federal income tax withheld (if permitted).

Complete Steps 3–4(b) on this form only if Step 2(b)(i) is blank and this pension/annuity pays the most annually. Otherwise, do not complete Steps 3–4(b) on this form.

Caution: To claim certain credits or deductions on your tax return, you (and/or your spouse if married filing jointly) are required to have a social security number valid for employment. See page 2 for more information.

Additional reporting conditions

Purpose of form. Complete Form W-4P to have payers withhold the correct amount of federal income tax from your periodic pension, annuity (including commercial annuities), profit-sharing and stock bonus plan, or IRA payments. Federal income tax withholding applies to the taxable part of these payments. Periodic payments are made in installments at regular intervals (for example, annually, quarterly, or monthly) over a period of more than 1 year.

Don’t use Form W-4P for a nonperiodic payment (note that distributions from an IRA that are payable on demand are treated as nonperiodic payments) or an eligible rollover distribution (including a lump-sum pension payment). Instead, use Form W-4R, Withholding Certificate for Nonperiodic Payments and Eligible Rollover Distributions, for these payments/distributions. For more information on withholding, see Pub. 505, Tax Withholding and Estimated Tax. Choosing not to have income tax withheld. You can choose not to have federal income tax withheld from your payments by checking the box in the No withholding section.

Then, complete Steps 1(a), 1(b), and 5. Generally, if you are a U.S. citizen or a resident alien, you are not permitted to elect not to have federal income tax withheld on payments to be delivered outside the United States and its territories.

Calculations and supporting information

Caution: If you have too little tax withheld, you will generally owe tax when you file your tax return and may owe a penalty unless you make timely payments of estimated tax. If too much tax is withheld, you will generally be due a refund when you file your tax return. If your tax situation changes, or you chose not to have federal income tax withheld and you now want withholding, you should submit a new Form W-4P.

If Sam also has $1,000 of interest income, she won’t enter that amount on this Form W-4P because she entered the $1,000 on the Form W-4P for the higher paying $75,000 pension.

Example 3. Sam, a single filer, is completing Form W-4P for a pension that pays $50,000 a year. Sam does not have a job, but receives another pension for $75,000 a year (which pays more annually than the $50,000 pension). Sam will not enter any amounts in Step 2.

Exceptions and related reporting

Step 3. This step provides instructions for determining the amount of the child tax credit and the credit for other dependents that you may be able to claim when you file your tax return. To qualify for the child tax credit, the child must be under age 17 as of December 31, must be your dependent who generally lives with you for more than half the year, and must have the required social security number.

You may be able to claim a credit for other dependents for whom a child tax credit can’t be claimed, such as an older child or a qualifying relative.

A practical example

A retiree receives a monthly pension and has another source of income. The retiree checks the periodic-payment instructions and reviews expected withholding across the income sources before giving a new certificate to the payer.

This example illustrates the order of the review. It does not assume an unverified deduction, exemption, treaty rate or final tax amount. The applicable form instructions and the actual records determine the result.

Common mistakes to avoid with W4P Form 2027

  • Check whether the payment is periodic before choosing the certificate.
  • Do not use a draft with incomplete amounts as a completed payer instruction.
  • Review total expected income rather than considering one payment in isolation.

Questions about W4P Form 2027

Does receiving or downloading this form mean I must file it?

A pension or annuity recipient gives the certificate to the payer of covered periodic payments. The form purpose and the applicable filing or furnishing conditions determine the action. Downloading a blank PDF does not itself create a filing obligation or establish eligibility for a tax benefit.

Can I file the draft PDF?

No. The linked target is marked as a draft. Use it to understand the proposed layout and prepare records, but wait for the applicable final filing version. Check the IRS source again before using any year-specific amount, worksheet or filing instruction.

What should I do if the underlying information is wrong?

Check whether the payment is periodic before choosing the certificate. Keep the original record and the correction trail. The issuer correction process, an amended return and an updated certificate can be different procedures. Choose the process that matches the document and the actual error.

Which records should I keep with the completed form?

Retain the source documents, applicable worksheets, submitted version and filing or furnishing confirmations. For this form, the working file should include periodic payment details, other pension or wage information, expected credits and deductions. Keep continuing balances and prior-year support for as long as they remain relevant under the applicable recordkeeping rules.
